What is an Employer of Record?
Employer of Record (EOR) service is a third-party arrangement in which an employer hires a Human Resource (HR) Agency to provide HR services on behalf of the Employer Organization. The Agency hires and pays an Employer’s employee on behalf of the Employer and takes responsibility for all formal employment and HR tasks.
The EOR provider or HR agency assumes all legal responsibilities over the Employer’s employees and is the Local Employer in the country of operation
As an Employer Of Records service provider or HR Agency in East Africa, we primarily provide a compliance service. We help our clients comply with local labour laws in Kenya, Uganda, Tanzania, Rwanda, Burundi, Democratic Republic of Congo (DRC).


There are a few terms used to signify a third-party Employer of Record has been engaged, such as a local employer, local partner, local EOR, back-office staffing, and in China, a FESCO (Foreign Enterprise Service Company).


An Employer of Record (EOR) is a third-party organization that hires and pays an employee on behalf of another company and takes responsibility for all formal employment tasks. Using an Employer of Records allows companies to engage with overseas workers legally and efficiently either in a new country or state, without having to set up a local entity or risk violating local employment laws.
EOR is also referred to in other terminology including third-party Employer, engaged, local employer, local partner, local Employer Organization, back-office staffing, and in China, a FESCO (Foreign Enterprise Service Company).

  2. Registration with Local statutory bodies for Tax, Pension, Work Injury Benefit, Health Insurance etc. in Kenya, Uganda, Tanzania, Rwanda, Burundi, Democratic Republic of Congo (DRC).
  3. Declare and pay statutory payments including employment income tax, pension health and accident insurance etc. in Kenya, Uganda, Tanzania, Rwanda, Burundi, Democratic Republic of Congo (DRC)
  4. Recruitment
    On a need basis, we provide end to end recruitment services and provide the client with well evaluated and screened candidates for the client’s final interview. Our recruitment portal www. Hreastafrica.com is a regional recruitment portal where we post vacancy adverts and source for CVS
  5. Legal advice
    Through our local team of legal experts and membership to local employer associations in Kenya, Uganda, Tanzania, Rwanda, Burundi, Democratic Republic of Congo (DRC) we can provide on need basis, legal advice on any employment and HR Matter
    We provide our clients with frequent updates on legal changes affecting employment tax and labour issues.
  6. HR policy
    To ensure our day-to-day decision making on all employment, Labour, payroll and separation matters are compliant with legal standards and procedures, we have well-documented HR policy and procedure manual for each country in Kenya, Uganda, Tanzania, Rwanda, Burundi, Democratic Republic of Congo (DRC).
