Chemonics International, a US based international development consulting firm, is recruiting for a Deputy Chief of Party for an anticipated local capacity strengthening program in the Democratic Republic of the Congo (DRC).

Key Deliverables

  • Supports chief of party in day-to-day team management, guidance, direction, and administrative and technical support;
  • Provides programmatic and compliance oversight to the project's grants and subcontracts portfolio, including capacity strengthening for sub-awardees, and technical procurements;
  • Provides oversight to the project's monitoring and evaluation activities, as well as communications and reporting;
  • Build partnerships with key stakeholders, including local implementing partners, government officials, and civil society organizations;
  • Ensure all program activities are technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
  • Serve as acting Chief of Party, as needed; and
  • Performs other duties and responsibilities as required.

Essential Qualities

Essential Qualities
  • Advanced degree (Master's level or equivalent) in business management, public management, international affairs, social/behavioral/biological sciences, public health, and/or related fields; at least seven years of international development work experience
  • Previous experience managing international and local staff as well as experience coordinating with developing country governments, international organizations, other bilateral donors and civil society representatives, and senior-level government officials
  • Previous experience managing international development projects of this scope and complexity for at least three years
  • Experience working with local partners, particularly in areas related to organizational capacity development, financial management and audits, business development, and transition and sustainability;
  • Proven ability to communicate and collaborate effectively with a broad range of partners, and strong facilitation and negotiation skills;
  • Field experience working with humanitarian response, development, and health programming is preferred;
  • Fluency in spoken and written English and French required; and
  • Experience working in complex environments in the DRC or sub-Saharan Africa is preferred
