Organizational Context
The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, incorporated as an international non-governmental organization with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organization was founded in November 1980 and now has a presence in 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs. The main services provided are in the fields of Education and Livelihoods, Reconciliation, MHPSS and Advocacy.
Overall responsibility:
Under the direct supervision of the Project Director, the Economic Inclusion and Livelihood Coordinator’s primary responsibility is to coordinate and support the implementation of all aspects of the Livelihoods Department activities in JRS Adjumani project. He/she will be responsible for planning, implementation, monitoring and evaluation of the department activities. He/she is required to evaluate and manage beneficiaries’ improvement requirements and to effectively support these needs ensuring value for money. The incumbent shall ensure full compliance with JRS principles, rules, regulations and policies, operational strategies, and relevant reference documents and policies (Sphere, Do no harm, PSEAH, Safeguarding Policies).

- Lead the implementation of Economic Inclusion & Livelihood program activities
- Prepare plans for effective implementation and supervision of all JRS Adjumani livelihoods activities that targets and increases the resilience of refugee beneficiaries and host communities.
- Ensure constant monitoring and analysis of the operating environment, timely readjustment of the operations, inform on legal matters in consultation with the Internal Control and Compliance Officer’s considerations and risk assessment, especially for refugees with small businesses.
- In coordination with the Project Director is responsible for co-ordination and liaison between JRS and other agencies/local government/local communities/refugee community as regards to JRS’ Livelihoods programme including coordination within JRS.
- Tracking and managing the Economic Inclusion and Livelihood department budgets.
- Responsible for writing timely and quality narrative reports and giving regular updates of JRS Adjumani Livelihoods activities in line with work plans, deliverables and timelines.
- Developing strategies and approaches for sustainable livelihoods in the operating contexts.
- Design and implement transparent selection of beneficiaries based on needs assessment, clear selection criteria and participatory methods.
- Participate in the resource mobilization, fundraising process and grants management for JRS Adjumani livelihoods activities.
- Keep up to date with livelihoods programming at the JRS Adjumani project level and coordinate as necessary, including networking with and attending meetings where applicable.
- Maintain coordination and appropriate information sharing and communication lines with partners and stakeholders in Adjumani to avoid duplication and maximize synergies.
- Support appropriate accountability and beneficiary communications activities as required.
- Organize and implement a market needs assessment in Adjumani with a view to identify feasible alternative livelihood sources for host and refugee communities.
- Ensure constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
- Coordinate as necessary, including networking with and attending meetings organized by the Livelihoods Sector Working Group Coordination Meeting at the Adjumani level.
- Ensure systematic documentation and filing.
2. Supervise and lead the Economic Inclusion & Livelihood department
- Lead and facilitate all departmental meetings and ensure minutes are taken.
- Identify capacity gaps and plans for remedy in the Economic Inclusion & Livelihood department.
- Design and coordinate training activities for the Economic Inclusion & Livelihood department when and where applicable.
- Supervise the Economic Inclusion & Livelihood team members.
- Create an atmosphere that is conducive for the Team and the people we serve.
3. Focal Point for stakeholders
- Coordinate all the Livelihood- Inclusion related activities in collaboration with the Project Director and in liaison with partner and community leaders.
- Ensure that the Economic Inclusion and Livelihood department is visible and maintains a constant relationship with the different refugee communities and their leaders.
4. Relations with JRS beneficiaries and staff
- Collaborate with other JRS departments and projects.
- Maintain strict confidentiality of beneficiary and staff information as well as JRS internal matters.
- Interact with people served by JRS, JRS-staff and other JRS partners/guests in a professional manner always.
Any other responsibilities/duties assigned by Project Director.
Reporting:
- You will report to and be supervised by the Project Director.
- You will supervise the Instructors, Facilitators, and the Business Innovation Officer.
