Context

In August 2014, Burundi launched the process of developing its National Adaptation Plan (NAP) and identified initial challenges to effective adaptation planning and implementation. The 2016 stocktaking exercise provided an opportunity to revisit and update the information in this regard, which include: Limited availability and accessibility of relevant climate information; Lack of an operational framework for long-term adaptation planning; Limited technical skills, including the capacity to assess climate risks and vulnerabilities, identify and assess adaptation options, and the capacity to plan and communicate adaptation; and; Limited capacity to mobilize resources to address climate change.

Guided by the strategic direction defined by the National Policy on Climate Change (PNCC), the National Strategy and Action Plan on Climate Change (SNPACC) and the gaps identified, this project aims to provide an operational basis for effective investments in adaptation in the short, medium and long term. 

The project will be implemented under the direct execution modality (DIM).

The expected results of this project are: 

  1. Adaptation planning governance and institutional coordination are strengthened; 
  2. Evidence generated to design adaptation solutions for maximum impact; 
  3. Private sector participation in adaptation measures is stimulated; 
  4. Adaptation funding is increased.

It is in this context that the UNDP would like to recruit a Project Coordinator

Key Deliverables

Under the overall supervision of the Deputy Resident Representative, the Project Coordinator will be responsible for the overall management of the project, including the mobilization of all project contributions, supervision of project staff, consultants and subcontractors. To this end, he/she will be responsible for:

  • Lead the overall management of the project;
  • Plan project activities and monitor progress against the approved work plan;
  • Carry out activities by managing personnel, goods and services, training and microfinance, including drafting and reviewing terms of reference and specifications, as well as supervising the work of all contractors;
  • Monitor events identified in the project monitoring plan and update the plan as needed;
  • Provide support for the conduct of UNDP required assessments, spot checks and audits;
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Monitor progress, monitor deviations from plan and course correct as necessary within tolerances agreed by the Project Board to achieve results;
  • Ensure that changes are managed and problems are resolved.
  • Provide regular progress reports to the Project Board, as agreed with it, including actions to address challenges and opportunities;
  • Prepare and submit financial reports to UNDP on a quarterly basis;
  • Manage and monitor project risks – including social and environmental risks – initially identified and present new risks to the Project Board for review and decision on possible measures, if necessary; update the status of these risks by maintaining the project risk log;
  • Learn lessons from project implementation;
  • Prepare revisions to the multi-year work plan, as needed, as well as annual and quarterly plans, as necessary;
  • Prepare the initial report no later than one month after the launch workshop;
  • Ensure that indicators in the project results framework are monitored annually before the deadline for submission of the GCF mid-year report so that progress can be presented in interim progress reports and portfolio reports; 
  • Prepare the FVC half-yearly report;
  • Monitor implementation plans, including the gender equality action plan, stakeholder engagement plan and any environmental and social management plans;
  • Support the final evaluation process;
  • Assess major and minor changes to the project within the parameters set by the UNDP Nature, Climate Change and Energy (NCE) Unit.
  • Lead activities related to training and knowledge sharing

The incumbent performs other tasks relevant to his functional profile, deemed necessary for the proper functioning of the Office and the Organization.

Education  

  • Advanced university degree (Master's degree or equivalent) in the field of natural resources management , project management , environmental sciences or any related field is required.

                                        OR

  • A first-level university degree (bachelor's degree) in the above fields combined with two additional years of qualifying experience will be duly taken into consideration in lieu of the advanced university degree.
Experience 
  • A minimum of five (5) years (with a Master's degree) or 7 years (with a Bachelor's degree) of relevant professional experience in project/program management is required.
  • At least five (5) years of experience working with ministries, national or provincial institutions involved in the management of natural resources and/or the environment.
Required skills

 

  • Solid experience in communication (report writing and presentation)  ;
  • Strong computer skills, particularly proficiency in all MS Office software applications and internet research
Desired skills in addition to the skills covered in the previous section
  • Have proven experience working in an institutional environment with public stakeholders, women's and civil society organizations and development partners;
  • experience in promoting gender equality
  • Experience/expertise with the UN or international NGO is an advantage
  • Proven experience in resource mobilization and partnership management 
  • Knowledge of results-based management methodologies would be an asset.
  • Have in-depth knowledge/experience (at least 5 years) on climate change related issues and mitigation strategies with concrete examples; 
  • Strong leadership, management and coordination skills (at least 5 years) with proven ability to effectively coordinate the implementation of large-scale multi-stakeholder projects, including financial and technical aspects
  • Proven ability to effectively manage technical and administrative teams, working with a wide range of stakeholders across sectors and at all levels, to develop lasting partnerships with collaborating organizations.
  • Proven ability to administer budgets, train and work effectively with counterpart staff at all levels and with all groups involved in the project
Required language(s) 
  • French language proficiency is mandatory
  • Working knowledge of English is desirable
  • Knowledge of the local language would be an asset
