Job Description

DCA invites applications for a Protection Project Manager for our Democratic Republic of Congo programme. This is a non-family position based in Salamabila.

The Project Manager is responsible for the implementation of the DCA DRC Protection-GBV component, and the day-to-day management of the projects within the geographical area of responsibility. You will ensure that all protection component in projects under your responsibility are in-line with DCA DRC technical quality standards and are on time, within budget and scope. You will also provide management expertise on project implementation. Within the scope of your responsibilities, you will represent DCA in dealings with local authorities and humanitarian partners (NGOs, civil society, protection cluster, etc.) in the project implementation zone. Finally, you will manage the protection project team.

In DR Congo we have implemented humanitarian projects since 2004. DCA aims to protect vulnerable communities in DR Congo, and to contribute to improve stability and social cohesion by addressing and mitigating the consequences of conflict and displacement. We clear explosive remnants of war, and assist communities affected by conflict and displacement by addressing protection and other essential needs. At the center of our work is our belief that local communities are the best agents of change.

Key Deliverables

Project Management and Implementation

  • Defining programme scope, objectives, timelines, and milestones in collaboration with stakeholders
  • Planning the implementation of activities and ensuring program’s adaptability to the operational context as defined in the project proposal and according to the distribution of roles, in liaison with support services
  • Overseeing the project performance, managing programme budgets, tracking expenses, and ensuring financial accountability

Technical Management

  • Ensuring implementation of protection components according to the overall protection strategy, DCA DRC harmonised approaches and in line with Standard Operating Procedures (SOP) and technical guides on General Protection and GBV, considering remote modalities
  • Ensuring the highest quality of Protection interventions, synergies, and coherence among all projects
  • Strengthening the Protection Monitoring System including documentation and analysis of information in collaboration with the projection team to ensure proper input, data, and documents

Internal and external coordination and team management

  • Steering the administrative, logistical and financial management of the project, ensuring good collaboration with the support departments
  • Ensuring good communication, coordination and information within and between team members
  • Actively participating in the team members´ professional and personal development through individual exchanges, positive feedback, coaching, systematic appraisals and revisions
  • Participating in local humanitarian coordination and/or clusters and WG meetings in the project implementation areas
  • Following up the implementation of the collaboration protocols with the relevant authorities as per national and local requirements, in coordination with the Area Manager and the Programme Unit
  • Actively exploring and identifying potential partners in line with the localization strategy in coordination with the Programme Unit and the Area Manager
  • Providing regular updates on programme status, risks, and issues to senior management and other stakeholders
  • Developing internal and external progress reports on the implementation of project activities

Essential Qualities

Essential Qualities
  • University degree or Advanced University degree (Master’s degree) in a relevant field (e.g., political science, human rights, humanitarian project management, social work, international law, international development, etc.).

Experience and technical competencies:

  • 3-5 years of practical experience in the Protection field working for an INGO
  • Experience in Protection Monitoring, Case Management, Community Based Protection and/or GBV
  • 2 years of practical experience in humanitarian multi-sectoral activity management, including distributions
  • Proven working experience in conflict and displacement affected areas
  • 3 years’ experience with people management and project management
  • Excellent writing and editing skills for external audiences
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents, etc.)
  • Experience working with Monitoring and Evaluation
  • Advanced computer knowledge (hardware and software, MS Word, Excel, PowerPoint)
  • Experience working with national partners, local/government authorities, and UN agencies

Language

  • Full professional proficiency in French
  • English is an asset
